Board authorizes facility sublease for new 256‑bed San Joaquin County detention and programs facility

The Board of Supervisors on Sept. 23 authorized county counsel and the director of General Services to execute a facility sublease with the Board of State and Community Corrections (BSCC) for the San Joaquin County Detention and Program Facility. The sublease is a routine document required by the state as part of lease‑revenue bond financing under SB 1022.
General Services Director Dan Wirtz and capital projects staff briefed the board on the new 49,000‑square‑foot facility, a 256‑bed, four‑pod dormitory design with an additional 12‑bed single‑story mental‑health unit. Construction began in 2023; staff reported $32 million of the $37.6 million construction contract had been spent to date and that the total project budget of approximately $49.5 million includes construction, contingency and soft costs.
The BSCC provided $36.5 million in state lease‑revenue bond funding; the county provided cash and in‑kind match of roughly $13 million. The state issued the lease‑revenue bonds through the State Public Works Board; under the program, the county will execute a facility sublease that documents the state financing and the county’s continued ownership and operation until bonds are repaid.
Wirtz said the Office of the State Fire Marshal granted temporary certificate of occupancy on Sept. 17; substantial completion is expected by the end of the month and a ribbon cutting is scheduled Oct. 27. Staffing and operations are expected to begin in early November.
Board action: The board approved the sublease authorization and related steps, 5–0, and staff will finalize recording and execute the formal documents with the BSCC.
Ending: County staff said the facility will house medium‑security dormitory units, a medical clinic and program spaces, and a mental health unit intended to provide targeted programming and exercise space for inmates with behavioral health needs.
