Board approves special-events facility for Central Community Outreach Church with conditions and parking plan

The Newton County Board of Commissioners approved a conditional-use permit (CUP25-000010) for a special-events facility proposed by Central Community Outreach Church on Williams Road.
Petitioner Jason Parker of Peak Steel Contractors told the board the proposed facility would be an 11,920-square-foot event center to host church-related functions, social gatherings and special occasions, with an on-site parking plan of approximately 100 spaces and a future 30-by-60-foot stage and viewing area in a later phase. Parker said the building and site will be constructed to meet applicable building and fire codes.
Parker also informed the board that recent plans for a Williams Road improvement project would require an additional right-of-way encroachment of approximately 50 feet from the road centerline on the parcel, a change he said would reduce the acreage by about 0.64 acres; he said the church plans to coordinate the site work with the road improvements. Tommy Haley and other church supporters spoke in favor, describing the church’s role in the community.
Planning staff recommended approval with enumerated conditions. Those conditions adopted by the board include compliance with Newton County fire codes and the Unified Development Ordinance, required permits from Development Services, Fire Marshal, Transportation Department and the City of Covington Water Department as applicable, GSWCC approvals, provision of adequate parking and security for events, limiting outside events to end by 11 p.m. (excluding cleanup), no fireworks except for permitted church events, and a requirement that an approved play area and other site features be in place before certain uses commence.
The planning commission had recommended approval at its September hearing. The board’s motion to approve passed as recorded in the meeting transcript. Staff will require the developer and church to obtain all required permits and inspections before occupancy and business licensing as applicable.
