• Approval of minutes: The commission approved minutes dated Sept. 16, 2025. Motion made, seconded and approved by voice vote.
• Board appointments: The commission appointed Lakeisha Hall to a two-year term on the Best Neighborhood Alliance effective Oct. 17, 2025, and appointed Glenda Right to fill the remainder of an unexpired term on the Human Relations Commission ending March 19, 2027, replacing Kathy Estes. Motion made, seconded and approved by voice vote.
• Municipal orders — real estate: Municipal Order 22-2025 (315 Walnut Street, $100,000) and Municipal Order 23-2025 (317 Walnut Street, $115,000) were approved on first reading; each order directs the mayor to execute a purchase agreement. City staff said the purchases increase city ownership of the block west of the indoor sports facility to more than 90 percent and that parcels will serve short-term parking needs and support future redevelopment.
• Personnel appointments: The commission approved new-hire and regular full-time non–civil-service appointments including Robert Robinson and Michael Ruth (public works street department, effective Oct. 20), Robert Luttrell and Joseph Cowen (police officers, effective Oct. 8), and Dylan Nobles (firefighter, effective Oct. 7). Motion made, seconded and approved by voice vote.
• Financial report filing: The commission voted to file the August financial report for audit. Motion made, seconded and approved by voice vote.
• Closed session: The commission voted to enter closed session under KRS 61.810(1)(b) to discuss future acquisition and sale of property; the motion passed by voice vote and the mayor announced there would be no further business following the closed session.
Several informational items were presented at the meeting, including a Bluegrass Music Initiative update and an Illuminate event recap; those items were presented for information and did not require votes.
