City staff recommended awarding the Lorna Road/US‑31 drainage repair contract to Gillespie Construction LLC, the lowest responsive and responsible bidder, for $1,824,680.
A staff member filling in for Miss Jen said the scope includes replacing damaged corrugated metal pipe with reinforced concrete pipe. The city received three bids: Gillespie Construction LLC at $1,824,680; Rev Construction at $2,126,325; and Russo Corporation at $2,417,240.36. After staff review, Gillespie was recommended as the lowest responsive and most responsible bidder.
Council staff and the city engineer noted additional contingencies. Mr. Scribe reminded the Council that the project carries a $4,000,000 commitment and that actual conditions under the asphalt could require more fill or change orders for unit-price work. Staff said the contractor plans to begin work on the US‑31 (right-of-way) side and progress toward the Panda Express area; if the work begins before heavy rain, the hope is it will reduce localized flooding by restoring an inlet that conveys water under the roadway to the Copper River.
The project completion window was discussed: the pre-bid schedule was revised from 90 to 150 days, though the contractor indicated optimism about finishing earlier. Staff said unit pricing is included in the contract and that change orders would be used if additional work is required. The recommendation will be presented to the Council for formal award at the regular meeting.
