The council voted to issue a request for proposals for 519 West Franklin Boulevard — the adult recreation center (ARC) building — and to seek proposals that address parking for the adjacent Little Theater of Gastonia, Mayor Pro Tem Dave Kerlin said during the meeting.
The Facilities Management Committee had recommended issuing a broad RFP to solicit private‑sector ideas for the heavily deteriorated building; committee members debated preservation versus demolition and asked staff to include a parking provision to support the theater.
Christy (last name not specified in transcript), a facilities staff presenter, said the RFP is intentionally broad to encourage a range of proposals, including renovation, reuse or redevelopment. “The RFP has been written to be very broad unless you specify and want to change that,” she told the council. “That allows you to evaluate whatever creative proposals may come forward, which may include keeping the building or it may involve taking it down.”
Council members raised concerns about asbestos and lead‑paint remediation, the cost of renovation, the effect on adjacent public parking and the long‑standing role of the Little Theater. The motion adopted by council requires proposers to include a plan to provide parking that would allow continued access for Little Theater patrons; the council may accept, reject or negotiate proposals when they are returned.
The measure passed unanimously. Council members emphasized the RFP does not obligate the city to sell the property; it authorizes staff to solicit proposals and return to the council for decisions.
