Committee forwards DA’s $233,000 workers’ rights grant for criminal wage‑theft enforcement

The Budget and Finance Committee on Oct. 1 voted 2-0 to forward a resolution retroactively authorizing the San Francisco District Attorney’s Office to accept an expanded grant of approximately $233,000 from the California Department of Industrial Relations for a workers’ rights enforcement program covering Aug. 1, 2025, through July 31, 2026.
Ernst Halpern, the District Attorney’s worker‑rights prosecutor, told the committee the funds will support one full‑time investigator and mandatory audit costs to bolster criminal enforcement of wage‑and‑hour laws, including cases that intersect with human labor trafficking. Halpern described prior high‑profile civil enforcement recoveries and stipulated judgments brought by the office, and said criminal enforcement can reach the most egregious violators where civil penalties may function as a cost of doing business.
Vice Chair Matt Dorsey praised the work and asked whether the DA uses funds from the city’s Penal Code section 17200/172n (17,200) account for wage‑theft enforcement; Halpern said the office does bring criminal matters and civil enforcement under existing authority and that the grant is narrowly for wage‑theft investigations. Dorsey indicated support and the committee forwarded the grant authorization to the full Board with a positive recommendation. Public comment was not submitted for this item.
The committee’s action sends the DA’s request to the full Board of Supervisors for final acceptance and appropriation as required by city procedure.
