Third Street engineering paused; construction window moved amid capital constraints

City engineering staff briefed the board on the status of the Third Street local public‑agency project and said final engineering will be deferred because of constrained capital funding.
Mr. Lubitzky, city engineering staff, said preliminary engineering work had begun on Third Street but that, given the squeeze on available capital funding, the city has chosen to defer final engineering and move the construction schedule. “As part of next year's effort, it was to include the final engineering and design, and then we would move into environmental and right of way acquisition. As it stands with the proposed budget and the kind of the squeeze on the available capital funding, we've chose to defer this project, a year out and not proceed with final engineering next year,” Lubitzky said.
He told the board he had asked the consultant to reach a solid milestone and leave clear notes so work can resume more easily when funding is available. Staff said they plan to move Third Street from construction year 2030 to construction year 2032 in the MPO schedule and that the Virginia Street project previously scheduled for 2032 would be pushed further out.
Ending: Staff characterized the update as informational; no formal board action was taken on the schedule change at this meeting.
