The Evansville Water and Sewer Utility Board on Sept. 2 approved Amendment No. 3 to its on‑call water program management contract with American StructurePoint, increasing the contract by $372,140. Staff said the amendment formally modifies the scope to extend construction services and resident project representative (RPR) work to two additional water projects and adjusts fees to cover anticipated completion of nine prior assignments under the contract.
Staff reported the amendment increases the not‑to‑exceed total to $1,248,831. When asked whether earlier projects had increased in price, a staff presenter said the original fee basis for these services was 8% but “it’s trending to increase beyond that,” and with the amendment the average across the contract is “just north of 10%.” The presenter said staff expects to continue evaluating the fee basis and may need additional amendments to fully cover services across all projects.
A board member asked whether the amendment would complete remaining work on the nine projects; staff replied it represents the projected remaining effort on those assignments. The board approved the amendment by voice vote.
