Mr. Lubitzky, city engineering staff, told the board that the two inquiries relate to the placement or use of material in the public right of way and that “we typically don't allow product to be placed in the right of way, as it may obstruct or add sight distance issues or other issues that would be important to the traveling public.”
Property owner Dave Condi of 5935 Cozy Caroline Road said he owns both properties at issue and described changes since he purchased one parcel 12 years ago. “When we purchased that property 12 years ago, we had it rezoned. We purchased it, it was gravel all the way out to New York Avenue,” Condi said. He asked whether tenants could continue to park in a gravel area that staff identified as within the right of way.
Board members and staff discussed whether angle parking would be feasible on gravel, past approvals for angle parking on a nearby parcel, and safety concerns about backing into a travel lane. Staff said they would inspect the site and bring the matter back to the board at the next regular meeting in two weeks. A motion to defer passed by voice vote.
