The Evansville Water and Sewer Utility Board voted Sept. 2 to approve a professional services agreement of $297,500 with Wessler Engineering to prepare a SCADA (supervisory control and data acquisition) master plan for the utility.
The scope presented to the board covers both wastewater operations — two wastewater treatment plants, 94 lift stations, 24 combined‑sewer‑overflow (CSO) facilities and 23 green infrastructure sites — and drinking‑water operations including the treatment plant, seven booster stations and eight storage facilities. Staff said the master plan will inventory instrumentation, programmable logic controllers (PLCs), human‑machine interfaces, operator workstations, servers, telemetry and all components that feed the SCADA control system and would document serial numbers and recommended upgrades to meet industry best practices.
“This would be about a year‑long project, knows to proceed if approved today, and then it would go through August next year,” a utility staff member presenting the item told the board. Presenters said the plan will be a living document that should be updated as system changes occur and that it will support capital improvement planning and data‑recording improvements that help water quality work.
A board member asked what SCADA stands for; a presenter replied, “Supervisory control and data acquisition. So it is the computer side of running the plant facilities.” The board approved the agreement by voice vote.
Staff said the project will inventory field instrumentation and controls down to serial numbers, identify gaps versus industry best practice, and propose a roadmap to update and maintain SCADA systems across both water and wastewater operations.
