Evansville board approves advertising for low‑service pumping station rehab, engineer estimate ~$20 million

The Evansville Water and Sewer Utility Board on Sept. 2 voted to approve advertising for public bids for water treatment plant improvements identified as bid package 3 (U1277), staff said. The board moved and carried the action by voice vote.
Board staff described the package as a comprehensive rehabilitation of the low‑service pumping station at the surface water treatment plant. “Much of it … is beyond its useful life, and we’ve been looking at ways to remedy that,” said Logan Goof, a utility staff member who presented the item, summarizing the project background and the funding work completed earlier this year through the State Revolving Fund (SRF).
The scope described to the board includes procurement and installation of replacement low‑service pumps and variable frequency drives, replacement of the roof membrane, new intake bar screens, refurbishment of traveling screens, replacement of a sump pump station, an extension of a sewer force main, replacement of process piping valves, coatings, HVAC work, electrical transformer and switchgear work, controls work and integration into the existing plant SCADA control system, and rehabilitation of the bridge walkway from the plant to the low‑service station. The engineer’s estimated construction schedule is 30 to 36 months from notice to proceed, which staff said includes substantial equipment procurement.
Board members asked about contractor interest and cost. Goof said he expected “some good engagement” from contractors, including local firms, and reported the engineer’s cost estimate for the low‑service package at “in the neighborhood of $20,000,000.” The presenter said this package is the largest of three planned bid packages for rehabilitation of the existing plant.
By voting to advertise, the board authorized staff to place the bid notice in the public courier when final design documents are ready; the board will be notified again before the advertisement runs, staff said.
