Staff reported that HEART (Homelessness Assistance Response Team) personnel and occupants removed tents, bedding and shopping carts during an April encampment clearance and that subsequent city cleanup work addressed two trailers of garbage and scattered items the department determined to be connected to the property owner. The council approved the assessment based on the record and council discussion about clarifying HEART’s role in outreach versus city cleanup work.
Councilmembers urged clearer communications about HEART’s responsibilities when encampments are cleared. Both ratifications passed by unanimous voice votes of those present.
