The City Council approved the Moore Street Lofts final plat, allowing the subdivision of a single parcel at the southwest corner of Marshall Avenue and Moore into six townhome parcels and one outlot to cover common areas.
City planning staff told the council the site is zoned RM1 (residential multifamily). The plat will create six individually saleable townhome lots and one outlot that will be governed by a declaration of covenants and restrictions; staff recommended approval with two conditions: record the plat with Ramsey County and record the accompanying declaration documents.
Resident Scott Van Wert testified in opposition to potential student-rental outcomes and urged assurances that units would be owner-occupied rather than rented. He also asked for construction to start after 7 a.m. and raised a maintenance complaint about unmown grass on the site after demolition. The resident noted the developer included two bonus affordable units, which he called “excellent,” but he urged stronger assurances of owner-occupancy.
Councilmember Coleman, who moved approval, said the site plan is approved and the plat allows for individual sales of the units. Coleman and other members acknowledged the need for vigilance about construction impacts and neighborhood maintenance but supported the plat approval. The resolution adopting the final plat passed by a 7-0 vote.
Staff will record the plat and declaration documents with Ramsey County as required by the council conditions.
