Council lays over funding and labor-agreement items for Upper Landing housing project pending environmental review

The Saint Paul City Council voted unanimously to lay over three agenda items tied to the Justice Point at Upper Landing project at 200 Wilkins Street until Sept. 10 to allow completion of an environmental review.
The items deferred include: a resolution reciting a proposal for a multifamily rental housing development and authorizing conduit multifamily housing revenue obligations; a resolution approving a $241,157.97 ERA 2 loan and related loan documents; and a resolution authorizing the use of a project labor agreement for rehabilitation at the same address. Council members said the environmental review must be complete before final approval.
Council members moved a one-week layover for all three items. The motions were adopted by voice vote and the resolutions were continued to Sept. 10. Staff and presenters told the council the environmental review was expected soon and urged urgency so the project could proceed once that review is available.
No final funding awards, loan closings, or labor agreements were approved at the meeting; the matters were postponed pending submission of the environmental review and were placed on the Sept. 10 agenda for further action.
