MCIU reports cash-flow plan and pushes for $8,000 flat cyber tuition to save districts

Dr. Wright, Board member, delivered the Montgomery County Intermediate Unit (MCIU) report and said the IU approved a $15 million revenue anticipation note (RAN) resolution to maintain operations if the state budget is delayed.
“The funds are for the sole purpose of continuing MCIU operations until the state budget and pass, ends and the funds currently being withheld when the state are released,” Dr. Wright said, describing the RAN as a cash-flow tool the IU could use if state funding remains withheld.
Wright also discussed cyber charter costs. He said districts in Montgomery County are paying between $11,865 and $24,327 per regular-education student to cyber charter schools while a locally operated IU cyber school costs approximately $5,700 per student. The MCIU asked the Commonwealth to set a flat $8,000 cyber tuition rate for regular education students; the IU estimated that change could save Pennsylvania districts about $12,450,000 and would save Spring-Ford about $634,192.92.
Wright said the MCIU is monitoring potential federal changes to hearing-impaired and blind education resources and remains concerned about state funding delays. He urged the board to be aware of the potential budget pressure on the IU and districts if state payments are not released.
No board action on MCIU items occurred at the Sept. 15 meeting; Wright said the IU's next meeting is Sept. 24.
