Pleasant Valley board OKs amendment requiring recusal during Hall of Fame nominee discussions

The Pleasant Valley School District Board of Education voted to amend its Hall of Fame bylaws on Sept. 24, requiring selection-committee members to excuse themselves from discussion about a nominee if the member nominated that person or if the member is the nominee. The committee member may return to vote on that nominee and participate in discussion on other nominees.
Board member Diane Servers proposed the addition during the meeting, reading the language the board approved: “Should a member of the committee nominate an individual for induction consideration, the committee member shall be excused during the period of discussion regarding that nominee. However, the committee member is free to vote for that nominee and to be involved in discussions regarding other nominees. And then, also, if a member of the committee is nominated for induction consideration, that committee member shall be excused during the period of discussion regarding that nominee. However, the committee member is free to vote for him or herself and to be involved in discussions regarding other nominees.”
A motion to approve item K (the Hall of Fame bylaws) was made, an amendment to add the recusal language was moved and seconded, and the board approved both the amendment and the amended bylaws by voice vote.
The change formalizes procedures for handling potential conflicts of interest on the Hall of Fame selection committee; the board discussed the amendment under the governance portion of its business-management agenda.
The amendment was treated under Robert's Rules procedures: the board removed item K from a bundled motion, moved the amendment, approved the amendment, then voted on the amended item. The revised bylaws apply to committee discussion procedures only; no other substantive changes to the Hall of Fame criteria were reported during the meeting.
The board did not provide a roll-call tally in the record; approval was recorded by voice vote as “aye.”
