Warren County staff opened nine proposals for a stormwater-related excavation project and said the work was bid with a base scope and three alternates as required for federal funding.
Staff read totals for several bidders during the work session. The figures presented in the meeting included Roy Showman Excavating at $390,341.06; Mortimer Excavating at $349,006.56; Meeley Construction at $363,349.70; Hiles Excavating at $312,006.85; Dirt Works Excavating at $250,002.92; XL Excavating at $360,734.50; and North Rock Construction at about $389,000. Some bidders’ figures reported in the transcript were unclear and will be posted by staff in a formal bid tab for verification.
“Because this is federal money, we are required to take the lowest responsive bid,” a staff member told commissioners, noting that responsiveness and paperwork will be reviewed before any award.
Staff said the project was bid with a base bid and three alternates to preserve timing and compliance with state contracting requirements; they said they intend to pursue the full scope but structured the bid to allow alternates. A staff member said the full bid tab with alternates and totals will be posted later the same day.
No award was made during the session. Staff emphasized that federal procurement rules will govern the award and that additional paperwork review is required before the county can accept a bid.
