Commission approves change order for county records building after shelving cost increases

Utah County commissioners on Sept. 24 approved a change order for the Record Storage Building to add high‑density rolling shelving and a construction contingency, county staff said.

County staff said the two change items total about $82,000 and that tax on materials — which was not included in the contractor bid because the county is not purchasing and installing the shelving directly — is roughly $55,000. The commission also approved a 5% contingency to cover small items that can arise during construction, staff said.

The change order covers space‑saving, high‑density shelving for multiple rooms in the records building, including specially configured shelving for maps and taller shelving in the room used to store books, Richard (staff member) said. "So on the total of the 2 changes is about 82,000. What was not included was tax because the county is not purchasing this and directly installing it. It's it's going through the contractor, there should be tax associated to the project. So tax is almost like 55,000 is what it is on the materials," Richard said.

Richard told commissioners the original project bid included a $670,000 allowance for shelving. He said cost increases since that allowance was prepared, plus changes in the shelving layout and additional shelf height in the book room, drove the need for the change order. On the contingency he said the 5% item "just allows us to keep the project moving so we don't have to stop it" if minor items such as electrical outlets are needed during installation.

Commissioners moved and seconded approval by voice vote; no roll‑call tally was read into the record. The motion passed.

County staff did not state a consolidated final project total in the transcript. The change order and contingency were described as intended to avoid repeated return appearances to the commission for small adjustments and to keep the construction schedule moving.
