Shoemaker Landing Management LLC introduced a proposed annexation and zoning request for a 7.58-acre parcel along the north right-of-way of Shoemaker Drive intending to build five three-story apartment buildings with 132 dwelling units.
Staff described the petition as seeking a Planned Residential District (PRD) to achieve a density the petitioner said would be as high as 20 units per acre. "The development proposed is for 5 3 story apartment buildings with a total of a 132 dwelling units for a density of 17.4 units per acre," staff said. The city's most dense residential district, R‑5A, generally allows about 12 units per acre, staff noted.
City planning staff told council it reviewed the applicant's PRD request against Section 17‑1‑22(o)(10) of the municipal code and concluded the proposed plan did not appear to meet the code's PRD purpose — which emphasizes a mix of housing, open space and preservation of natural features. Staff said the petitioner should either pick an existing residential zone or propose additional PRD elements consistent with the code.
Council members requested a developer presentation and further clarification; staff said it would continue processing the petition and forward the matter to the planning commission when appropriate. No formal council vote occurred on the item at the work session.
