Consultants from Logan Simpson presented the plan’s structure, public engagement and key chapters to the committee. Megan Moore of Logan Simpson told the committee the plan draws from an extensive outreach program — including “Rapid Talks,” food-truck events, music-in-the-park and other community events — that shaped goals and actions across land use, housing, transportation, parks, public services, arts and education.
The plan frames a 20-year vision for Rapid City focused on balanced growth, housing diversity, multimodal transportation, equitable park access and stronger partnerships with regional agencies and local tribes. The implementation chapter organizes actions into project types (regulatory updates, studies, engagement and capital projects), assigns probable lead city departments and identifies key partners.
