Placer Business Resource Center outlines free services, licensing help and workshops for local small businesses

The Placer Business Resource Center used a noon webinar to summarize free advising, licensing and permitting help, funding search tools and upcoming workshops available to entrepreneurs across Placer County.
The Placer Business Resource Center (PBRC), a program of the Placer County Office of Economic Development, presented a webinar at noon to review free services for small businesses in Placer County. Ava Weston, economic and workforce development specialist with the Placer Business Resource Center, introduced the session and said, “We are the Placer Business Resource Center or PBRC for short. We are a program run out of the Placer County Office of Economic Development.”
Why it matters: PBRC staff said the center is a first point of contact for entrepreneurs who need help with business plans, licensing, hiring and one-on-one advising. The overview aimed to consolidate local and state resources so small-business owners can find funding, training and permitting guidance without navigating multiple agencies alone.
PBRC staff described a suite of free services and partners. The center offers one-on-one advising by appointment (virtual appointments on Mondays, Tuesdays and Thursdays and walk-ins at the county office), hiring assistance through the Placer County Business Advantage Network, and help navigating licensing and permits. Weston gave the office address as 1000 Sunset Boulevard in Rocklin and provided contact information and the center’s social channels for follow-up.
Daniella Stapic, identified in the webinar as a PBRC colleague, walked through common partner resources for entrepreneurs: Small Business Development Centers (SBDCs), including the Sierra SBDC; the Service Corps of Retired Executives (SCORE); the U.S. Small Business Administration (SBA); and online tools such as CalGold for permit lookups. Stapic also highlighted Fundica, an online inventory of government grants and loans that SBDC finance centers can help entrepreneurs access, and noted local workforce and hiring partners that run job fairs and employer–job seeker connections.
On licensing and permits, PBRC staff said who issues a business license depends on location: the Placer County Treasurer–Tax Collector if the business is in unincorporated Placer County, or the city government if the business is inside municipal limits. They noted the Placer County Clerk–Recorder handles fictitious business name filings and recommended entrepreneurs check zoning and local requirements before choosing a storefront or operating address.
PBRC staff also summarized funding and workforce supports: the county itself does not run direct small-business grant programs, they said, but partners and SBDC advisors can help identify loans and grants. For hiring and training, the center pointed to the county’s business advantage network and local job training agencies.
The webinar closed with a brief events calendar: upcoming webinars on information technology and cybersecurity, and a session scheduled Oct. 8 featuring William Red Johnson, described by PBRC as a veteran and local multi-business owner who will speak about his experience starting and running restaurants in Rocklin.
Contacts and follow-up: PBRC repeated that its workshops are recorded and available on the county website and encouraged entrepreneurs to schedule advising appointments through the center.
