The City Council authorized an increase to the budget and change order for the wastewater treatment plant ultraviolet (UV) disinfection upgrade after the contractor discovered an unexpected conduit issue during mobilization.
Staff explained that the UV system retrofit replaces the plant’s effective but obsolete disinfection equipment. During early construction the contractor identified an existing conduit—previously expected to carry power and communications to the new equipment—that was not serviceable. To complete the installation, the contractor must install two new 4‑inch conduits for approximately 900 feet to separate power and communications lines and avoid electromagnetic interference.
The change order plus inspection and construction‑support costs increase the project budget by approximately $201,332 (the change order amount and proposed consultant inspection budget were presented to council). Staff recommended approval of change order No. 2 to the contractor (Pacific Hydra Corporation), authorization of a 5% contingency, and an associated consultant inspection budget (specialized electrical and SCADA inspection). Council approved the change order and budget adjustments 5‑0; staff said funding will come from the Wastewater Enterprise fund.
