The El Centro City Council awarded the Fraser Field Improvements Project to Shipley Construction and authorized a contingency for the work.
Parks staff described planned work at the Little League complex on Front Sixth Street: a 6‑foot ADA‑compliant concrete walkway connecting the front fields to the rear, demolition and replacement of eight dugouts, new 18‑foot backstops for Fields 3 and 4, new scoreboards requested by Little League and additional picnic tables and benches near the snack bar. Earlier work completed under last year’s budget included two batting cages and a new park sign.
Five bids were received and Shipley Construction was the lowest responsive bidder at $375,509. Staff recommended a $40,000 construction contingency to cover unforeseen costs during construction; staff reported contacting Shipley’s references and receiving positive feedback. The council adopted the contract award and contingency 5‑0.
Staff said the improvements respond to longstanding requests from District 22 Little League for safer spectator areas and improved dugouts and that construction will be coordinated with league schedules to minimize disruption.
