Rogers County commissioners approve grants, contracts, transfers and appointments

Rogers County commissioners on Aug. 28 approved a series of permits, fund transfers, contracts and appointments, including a sheriff grant application for $300,000 and a county request for a 12-month extension of a Bureau of Justice Assistance (BJA) justice-and-mental-health grant.
The board voted unanimously on each item recorded in the meeting transcript. Actions included approval of five utility permits, a transfer of $86,720.45 from use-tax maintenance and operations into use-tax salaries ($66,720.45) and into use-tax sheriff maintenance and operations ($20,000) for the BJA mental-health grant, and a transfer of $60,000 from sheriff forfeiture salaries into sheriff forfeiture capital outlay for equipment purchases. Commissioners also approved 14 blanket purchase orders totaling $20,950.
Commissioners approved resolution 2026-38 supporting a sheriff's office funding assistance grant application worth $300,000 from state-set funds for sheriff offices. The board also approved a request to seek a 12-month extension of the BJA Justice and Mental Health Collaboration Program to allow the sheriff's office to expend remaining funds tied to that grant.
Other approvals included an interlocal cooperative agreement for law enforcement services with the town of Foyle, an agreement for 9-1-1 and dispatch services with the Northeast Oklahoma Enhanced 9-1-1 Trust Authority for fiscal year 25-26, and the appointment of Terri May Peters to the Rogers County Metropolitan Area Planning Commission for a four-year term beginning Sept. 3, 2025.
The board also acknowledged the removal of Michelle Wise and the addition of Amy Nolan as a receiving officer in the clerk's office, approved a $800 reimbursement to the general fund from Coral Medical for AED units (resolution 2026-36), and selected the Chelsea Reporter for fourth-quarter legal/publication notices after a random drawing.
