The Solano County Board of Supervisors on Tuesday approved a one‑year supplemental general law enforcement services agreement with the City of Vallejo and authorized the county administrator or designee to execute a side letter to the county’s memorandum of understanding with the Solano County Deputy Sheriffs Association (DSA) Units 3 and 4.
The agreement aims to supplement Vallejo’s local policing capacity while the city rebuilds its department. During public comment, Vallejo Mayor Andrew Sourse and Councilmember Dr. Tanya LeDeyuh urged the board to approve the contract, citing improved response times and relief for department staffing. Councilmember LeDeyuh also asked the board to retract a prior comment she found offensive; Chair Mashburn apologized and clarified the remark reflected statements made by some deputies during negotiations, not a characterization of Vallejo residents.
Undersheriff Brad Doyle told the board the county and the deputy sheriffs’ association reached a signed side letter, satisfying the last outstanding bargaining step. The side letter implements operational details needed for deputies to provide supplemental patrols under the agreement.
The board approved the contract 5‑0. County staff said the contract’s execution will allow immediate scheduling and deployment of supplemental deputies and that the county will return to the board if material changes are required.
Ending Board staff said the agreement will be implemented by the sheriff’s office and that finalized side letters and any non‑substantive amendments will be executed by the county administrator or designee.
