Roseville council adopts ordinance allowing three stacked Class C grower licenses, extends dispensary hours to 10 p.m.

The Roseville City Council on Sept. 23 adopted an ordinance amending Chapter 192 of the City of Roseville Code of Ordinances to allow up to three stacked Class C grower licenses, extend hours for medical and adult-use dispensaries to 10 p.m., and add standard severability and effective-date language.
City Attorney Mr. Tomlinson told the council the ordinance reflects direction given in closed session to permit three stacking licenses for existing Class C growers. "These would only be applicable to those who currently have Class C grower licenses. State law permits 5, but the council wanted to go with 3, so that's included in the ordinance," Tomlinson said. He also said the ordinance includes a compromise on hours of operation: a 10 p.m. closing time rather than the 11 p.m. some businesses had requested.
Councilman Knox moved to adopt the ordinance; Councilman Shoemaker supported the motion. The council adopted the ordinance on a voice vote.
The ordinance applies only to current Class C grower license holders (per the language described at the meeting). Council members did not expand the limit to the state-authorized maximum of five. The ordinance also amends hours of operation for medical marijuana provisioning centers and adult-use dispensaries to 10 p.m. and includes repeal/severability language and an effective date.
No roll-call vote tally was recorded in the meeting minutes for the ordinance adoption.
