Council to host consultant presentation on Scenic Highway corridor management plan

Council members discussed a draft Scenic Highway corridor management plan at the Sept. 10 work session and were told a consultant who prepared the plan will make a slideshow presentation at the council's regular meeting. Staff said the communities along the corridor must each adopt the plan by resolution; once all local resolutions are in place, the Water Conservancy District and local representatives will introduce enabling legislation at the state level.
Staff reported the plan was produced with state grant funding and that consultant invoices have been paid from the grant funds held in a PTIF account; adoption by local jurisdictions will not require additional local funds. The consultant was conducting a final round of presentations across corridor towns and would appear at Liberty County's next meeting so council members and residents can ask questions.
Council members said they had not yet read every section in detail and asked staff to prepare a proposed resolution and sample whereas clauses included in the plan appendices. Members also discussed timing, and staff said the district wants the local resolutions in hand so the plan can be referred to the state legislature by the district's legislative representative.
No vote to adopt the corridor plan took place at the Sept. 10 work session. Staff will place the consultant presentation and proposed resolution on the agenda for the next regular meeting.
