Planning commission recommends land‑use map amendment and rezoning on Rodeo Road for future parceling

The Planning Commission on Sept. 23 voted to recommend two related actions requested by property owners Lewis and Diane Herrick: an amendment to the North Platte comprehensive plan future land use map (AM25-007) changing specified acreage from agricultural/vacant to commercial, and a rezoning (Z25-007) from A-1 Transitional Agricultural to B-2 Highway Commercial for land at 4684 and 4602 Rodeo Road.
Planning staff presented review comments, two site plans and a letter from the applicant. Judy explained the application would allow the owners to subdivide portions of the parcel that currently contain two residential structures and an RV park. The owners plan to split the parcel into three lots: two roughly 2‑acre lots around the residential structures adjacent to Highway 30 and one larger vacant parcel (approximately 8 acres) in the center. Judy said the RV park parcel is more appropriately zoned commercial than agricultural and that a subdivision would likely follow if the rezoning is approved.
Commissioners discussed whether residential uses on lots rezoned to commercial would become nonconforming uses; Judy noted existing residences would be able to remain but expansion of residential structures in a commercial zone would require rezoning. Planning staff and commissioners agreed commercial zoning along Highway 30 is a reasonable long-range fit though the owners may later subdivide or sell parcels for varied uses.
A motion to recommend amendment to the future land use map was moved by Jet and seconded by Forbes and approved; the motion to recommend rezoning to B-2 was moved by Forbes and seconded and also recommended. Both items will be forwarded to City Council for public hearings on Oct. 7.
Planning staff said the proposal may result in a subdivision application to be reviewed by the commission in a subsequent meeting if the council approves the rezoning.
