Commission approves sale of two city-owned Adams Street lots for duplexes and accessory units

The Muskegon City Commission approved two separate motions Sept. 23 to sell city-owned vacant lots at 452 and 460 Adams to West Michigan Construction Exchange Company LLC for residential development.
Sam Pulis, the city’s code coordinator, told the commission the same developer plans duplexes on each lot and will voluntarily include an accessory dwelling unit (ADU) on each property. Pulis said that across four lots on that stretch the developer’s plan will create 12 housing units in total.
Pulis identified the developer as Dave Ryskamp of White Birch Homes and Cottages, Inc., whom he said has been building and developing in the area for years. Pulis said the two-bedroom, one-bath duplexes are about 1,000 square feet and would rent for about $1,300 per month; the ADUs would be smaller and estimated at about $1,100 per month.
Commissioners asked for specification confirmation, and Pulis reiterated that both lots will host duplexes with an ADU on each lot. There were no public objections during the meeting.
Roll-call votes were taken for each lot sale; the motions passed. The record shows Commissioner German, Commissioner Gorman, Commissioner Cochin, Vice Mayor St. Clair and Commissioner Kilgo voted yes; Mayor Johnson was absent. The sale approvals will allow the developer to proceed with design and permitting processes.
The staff presentation noted the developer keeps units as rentals rather than selling them and that demolition and construction activity is ongoing on adjacent lots the developer owns.
