ClearGov senior solutions adviser Rob Battaglia presented the company’s cloud-based “digital budget book” product, explaining it connects to the county’s Munis accounting system and produces interactive, web-based budget documents along with a printable PDF. Battaglia said the company’s standard annual subscription for the product is $15,000 and that Seneca would pay a prorated remainder of $10,003.25 for the current fiscal year. “The software is $15,000 a year. We are prorating the cost of the software for this current fiscal year… $10,003.25 for the remainder of this year and then $15,000 thereafter,” Battaglia said.
Board members asked about editing rights and support. Battaglia said the county retains full control of content and data and will be assigned an implementation manager and live support: “The finance team's in complete control,” he said. Supervisors discussed potential future add-on modules, including capital planning, and asked for a brief return-on-investment statement for committee review; Battaglia said the county could pursue additional modules later.
Following the presentation the board moved and carried a resolution authorizing an agreement with ClearGov and amending the 2025 budget to cover the prorated setup plus subscription, and then separately approved a broader amendment to the 2025 county budget. The votes were taken by voice; the record shows the motions carried.
The ClearGov contract and the related budget amendment were presented as a starting investment to modernize the county’s budget presentation and to produce interactive, GFOA-aligned budget documents.
