AZAC elects chair and vice chair, confirms 2025-26 zoning schedule and reviews open-meeting duties

The Attendance Zone Advisory Commission (AZAC) of the Clark County School District elected Nicholas Fedde as chair and Dave Flatt as vice chair, set key dates for the 2025'026 rezoning season and reviewed open-meeting obligations at its Sept. 23 meeting in Las Vegas.

Commission members voted to adopt the meeting agenda and to approve minutes from the previous meeting before hearing a legal briefing and staff overview of the commission's role and timeline. After staff presentations, the commission adopted a meeting schedule that includes October 7 (focus-area presentation), October 28, November 18 and December 9 meetings, public-input sessions in January and a Jan. 20 meeting to identify final recommendations for submission to the superintendent and the Board of School Trustees in February.

The meeting included a required legal presentation from John Okazaki, general counsel for the Clark County School District, explaining the scope of Nevada's open meeting law and how it applies to AZAC. Okazaki told commissioners, "The idea behind the open meeting law is that public bodies'the conduct, the actions and conduct of the government'should be open to the public." He advised that a quorum (seven of AZAC's 12 voting members present) plus deliberation toward a decision constitutes a meeting subject to the law and summarized posting, agenda and public-comment requirements.

Tracy Murphy, Director of Demographics and Zoning, described AZAC's composition and duties, saying the commission was established by the Board of School Trustees in 1994 to provide recommendations to the superintendent on attendance-boundary changes. Murphy reviewed membership rules, including that AZAC is a 15-member commission (two appointees per trustee and one by the superintendent), staggered two-year terms, residency and nonemployee requirements, and attendance expectations in the bylaws.

Murphy and staff identified three focus areas for the 2025'026 zoning season: two in trustee districts E and F (including review of attendance boundaries for Durango and Sierra Vista high schools and specified middle/elementary schools) and one in trustee districts A and G (including Basic Academy of International Studies and Foothill and Green Valley high schools). Staff outlined tools they will use (capacity reports, GIS mapping, development tracking, enrollment reports) and a timeline that begins with October validation and runs through January public-input meetings, with final recommendations forwarded in February.

During the organizational-procedures portion of the meeting, staff reviewed district policies relevant to attendance zoning and reassignment: District Policy 71.11 (attendance zoning), Regulation 71.11 (criteria for zone changes), and Policy/Regulation 51.12 (change of school assignment). Murphy noted Policy and Regulation 51.12 were revised on Sept. 23, 2021, to consolidate zone variances, open enrollment and board-approved options into a single change-of-school-assignment process.

Commissioners adopted a calendar that removes Thursday meetings for the season and keeps the listed October–December meeting dates; they also agreed to hold evening public-input meetings in January and to meet Jan. 20 to finalize recommendations. No substantive public comments were recorded during the meeting.

The meeting closed after a motion to adjourn was approved.

Ending: The commission will reconvene Oct. 7 to receive focus-area presentations and begin scenario development ahead of the January public-input meetings; staff will continue to produce the enrollment and mapping materials AZAC requested.
