Commissioners approve six-year Motorola radio maintenance agreement, contingent on CIO approval of data-storage clause

The Franklin County Board of Commissioners approved a six-year services and maintenance agreement with Motorola for the county’s radio system, contingent on the county’s chief information officer approving final language about data storage and staff access.
County staff said Motorola has been the county’s vendor since a multi-county radio upgrade and that the agreement covers services and maintenance for the South Central Interconnectivity Project (SCICNET), a multi-county radio network that includes Adams, Dauphin and Cumberland counties.
“This new agreement would cover the next six years starting October 1,” county staff said, adding that the contract includes periodic equipment upgrades and maintenance. Staff recommended that approval be contingent on the CIO approving the wording of Section 4.5 of the statement of work, which addresses how and where data will be stored and the background-check requirements for Motorola personnel who access county data.
Commissioners were told the county could secure a roughly 5% discount by signing before the Friday deadline and that the agreement is an “early bird” arrangement covering services beginning Oct. 1, 2026. The board approved the contract by voice vote with the contingency that the CIO sign off on the Section 4.5 language.
The county did not provide the full contractual text in the public meeting record; staff said the contingency does not substantially change cost or timing for the services.
The contract approval was recorded as a motion that passed by voice vote. The county plans to finalize the language with Motorola and the CIO prior to executing the agreement.
