Committee interim-studies HB 604 on ADUs as members cite cost barriers to construction

The House Housing Committee voted unanimously Tuesday to interim study HB 604, a bill addressing accessory dwelling units (ADUs), after members said that relaxed rules alone have not resulted in substantial ADU construction.
Representative Page moved to interim study on HB 604 and a second was recorded; the motion carried 16-0 and the bill was placed on the consent calendar.
During discussion Representative Page said the committee had previously advanced ADU policy but that a remaining barrier is cost: “we still don't see them built at the rate we would hope.” She said the committee should engage stakeholders, including lenders and developers, to explore financing and public–private partnerships that could increase ADU construction.
Another member noted that with HB 577 signed into law (referenced during the hearing), ADU development is likely to increase and that the committee should encourage private-sector engagement. The committee asked for reports and requested those reports be submitted within about a week to inform early-session scheduling.
HB 604 will await further stakeholder outreach and committee review as part of the interim study.
