Marion County commissioners approve consent items, land-use ordinances, appointments and HUD report in single session

Marion County commissioners on Sept. 24 approved a range of routine and substantive items in a single board session, including consent-agenda delegations, a software contract for the justice court, three land-use administrative ordinances, appointments to the Ambulance Service Area Committee and adoption of the 2024-25 Consolidated Annual Performance and Evaluation Report (CAPER) for HUD grants.
On the consent agenda the board approved an order delegating signing authority for the acquisition of real property in Salem and an order delegating authority to the Marion County Public Works director to sign septic-easement quick-claim deeds. The board also received notice of a hearings officer's decision approving partition variance case 25-013 (Francisco Villalobos) and approved an incoming-fund supplemental project authorization with the Oregon Department of Transportation for a Federal Lands Access Program improvements project through Dec. 31, 2035.
Under business services the board approved an order delegating authority to a commissioner or the chief administrative officer to sign documents associated with acquiring real property in Salem to accommodate operations for two county programs. Under justice court commissioners approved a software-as-a-service contract with Tyler Technologies Inc. in the amount of $559,808 for implementation and support of a case and document management system through May 30, 2030.
The board appointed three members to the Marion County Ambulance Service Area (ASA) Committee following introductions by staff: Tony Grimes (paramedic, director of operations, Woodburn Ambulance) and Tim Morris (paramedic, EMS division chief, Marion County Fire District 1) were appointed to terms ending Jan. 31, 2027. The board also approved an appointment announced in the meeting as "Jordan" with a term ending Jan. 31, 2028; the meeting record included unclear pronunciation of that appointee's last name.
The board adopted three administrative ordinances to implement land-use decisions that had previously been heard by the Marion County hearings officer and the board: - Case 25-001 (Jerome P. Lackner): adoption of zone change, comprehensive plan change and administrative review following a hearings officer recommendation and a board hearing; notice of adoption was given Sept. 17, 2025. - Case 25-003 (Lucky June LLC): adoption of a zone change on Lancaster from multifamily to commercial retail to make one consistent commercial zone and allow mixed-use development (retail with apartments above); hearings officer recommended approval Aug. 20, 2025 and the ordinance notice was issued Sept. 17, 2025. - Case 19-005 (Henry O. and Lois M. Finnegg Trust): adoption of a comprehensive plan change, zone change and partition to split an existing farm into two parcels (approximately 10-acre parcels); the case originated in 2019, was remanded by LUBA at one point, and the board completed the process after hearings and findings.
In an administrative public hearing, staff presented the CAPER required by the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. The board approved adoption of the CAPER and closed the hearing. Staff reported the following project expenditures for program year 2024-25 under CDBG: Church at the Park facility renovation and commercial kitchen ($250,000); Santiam Hospital ambulance facility design and construction ($250,000); Chemeketa Community College housing cost assistance for low- and moderate-income students ($75,000); City of Mount Angel street and sidewalks rehabilitation ($500,000); Silverton Area Community Aid facility remodel ($250,000); Casa of Marion County operating support to expand services into North Marion County ($75,100); homeowner residential rehabilitation program ($158,499); and $279,366 for program administration. HOME program allocations included $382,375 for the Homebuyer Assistance loan program, $76,475 set aside for a Community Housing Development Organization and $50,983 for HOME administration.
All motions noted in the meeting were seconded and carried on affirmative voice votes recorded as "aye." The board adjourned after routine announcements.
