The Oldham County Planning and Zoning Commission approved a preliminary subdivision plan Sept. 23 to add eight single‑family lots to the Paramount Estates subdivision, the commission said. The plan, filed by Paramount Limited, covers about 7.4 acres around Paramount Way and Lakestone Way and passed on a 13–0 roll call vote.
Senior Planner Anna Barge told the commission the property is zoned R‑1 and R‑2 and the proposed lots would range from about 0.67 to 1.24 acres. "The approval applies only to the plan presented at the 09/23/2025 Oldham County Planning Commission public hearing," Barge said during her presentation.
The nut graf: The proposal would add a small, low‑density addition to an existing subdivision using existing roads and sewer infrastructure. County staff and the developer said the plan meets the county's subdivision and zoning requirements and will not require traffic mitigation or variances.
County engineer and stormwater manager Jim Silliman told commissioners the project will disturb more than 1 acre overall, so the developer must submit construction‑phase stormwater quality and erosion‑control plans to the county and obtain the state KY R10 permit. He said preliminary discussions with the designer have identified detention and water‑quality measures appropriate for an eight‑lot development and that a traffic impact study is not required because of the small scale.
Attorney Mike Swansberg, representing Paramount Limited, described the proposal as "a low density addition" that fills two parcels adjacent to existing homes and said the plan conforms to Oldham County Subdivision Regulation section 3.2 and provisions of the county comprehensive plan cited in the staff packet. Swansberg and engineer Mike Hill said the Technical Review Committee (TRC) comments were addressed; Hill confirmed the open‑space acreage on the plan matches the site statistics after a correction to the submitted data.
The plan includes a roughly 21,595‑square‑foot tract designated as undeveloped open space. Barge also noted Oldham County Board of Education guidance that the maximum number of lots per year is 35; she said that is a yearly allocation check and that the applicant's eight lots would not exceed that limit if school capacity is available.
Action: The commission approved the preliminary subdivision plan subject to the binding elements printed in the staff report (approval limited to the plan presented at the Sept. 23 hearing; no further subdivision without commission review; compliance with all federal, state and county ordinances at the time of construction plan approval). Mr. Miller moved to approve; Ms. Davis seconded. Roll‑call votes recorded 13 yes, 0 no; motion carried.
Commission discussion and questions focused on open‑space calculations, sewer availability and the project's conformance with the comprehensive plan. Swansberg emphasized sewer easements shown on the plan and the project's intent to tap into existing sewer infrastructure rather than septic systems.
The commission record includes TRC comments in the staff packet and a notation that the preliminary plan approval applies only to the version presented at the hearing. The item will proceed under the standard construction‑plan review and permitting process before any site work begins.
For the record: Docket PZ‑25‑024 (Paramount Limited, preliminary subdivision plan, 8 lots) was approved 13–0.
Ending: The commission moved to the next docket after the vote; staff will continue construction‑plan review if the applicant seeks to proceed with building permits.
