The Providence City Finance Committee on Sept. 23 approved the mayor’s appointment of Sean Holly as director of the Department of Recreation, moving the nomination forward to the full council.
Sean Holly introduced himself to the committee and described recreation centers as “essential components to any thriving community,” emphasizing youth programming and “promoting community, strengthening diversity and inclusiveness, family, safety, character building, empowerment, leadership, education, health and wellness, workforce” as part of his vision.
Committee members questioned Holly about his work history, outside commitments and how he would balance teaching and board roles with the full-time department job. Holly said he has taught one evening course at most “for the teaching aspect” and that he has discussed stepping down from some board positions with the mayor. He told the committee he plans a “deep dive, a comprehensive review” of the recreation centers in his first weeks to develop a work plan.
Thomas Malone Bridge and other council members pressed Holly about several short tenures on his résumé. Holly responded that three years was not unusually brief for some roles, that one prior departure followed a “miscommunication on what the role was,” and that he left after deciding another position would better progress his career. On fundraising, Holly said he was “not opposed” to centers raising money but cautioned that “not everybody is equipped to be a fundraiser” and that fundraising responsibilities should be placed only where appropriate.
Committee members also asked about his management experience and staff size; Holly said he had led both small and larger staffs and would hold recreation center directors accountable while not micromanaging individual sites. He repeatedly framed the city council as “teammates” and said he would work with center directors and community leaders to tailor services to each neighborhood.
The committee moved to approve the nomination. Councilman Taylor made the motion; Councilman Sanchez seconded. One committee member announced an abstention during the vote; otherwise members present voted in favor and the motion carried.
Holly thanked the committee and said he looked forward to working with staff and the council. The appointment will proceed to the full Providence City Council for final confirmation.
