Espinosa said tenants include people with wheelchairs, walkers and young children and that the building has been subject to harassment by a neighboring business owner who, tenants say, has threatened them and prompted a prior court case. "We have people with little babies… We have a young man who has almost demolished his leg and is in a wheelchair," Espinosa said, asking the council to clarify where building residents should park. She said tenants have received parking tickets and had cars towed and asked the council to look into ADA parking availability downtown.
Espinosa said the building is historic and tenants want to remain downtown while renovations continue. She asked council to examine the parking arrangements to prevent future towing and harassment and to ensure that accessible parking is available for residents who need it.
