The Moab City Council accepted a petition to annex 1.8 acres at 1410 South Highway 191 on Sept. 23, beginning the formal annexation process for land adjacent to an existing development site.
Staff and the property developer explained that the parcel lies within the city's annexation area and is the logical addition to a larger project currently under construction on an adjacent 3-acre city-owned parcel where 72 rental units are being built (phase one). At the meeting, the developer said phase-one units are primarily rentals (roughly two-thirds one-bedroom and one-third two-bedroom units) and that certificates of occupancy for phase one were expected in March with leasing and move-ins beginning in April. The annexation petition would allow a second phase on the newly annexed site that could add two additional buildings mirroring phase one, producing roughly 50 to 60 more units. The developer said 50% of units in phase two would be designated as AEH (actively employed household) workforce housing, which requires occupant employment in Grand County for program eligibility.
The petitioner also said they have discussed partnering with Utah State University for units reserved for students or faculty, though no formal agreement was presented at the meeting. The council moved to accept the petition; the motion by Councilmember Caitlin, seconded by Councilmember Colin, carried by a 5-0 vote.
Staff noted that acceptance of the petition is an early step in the annexation process: after acceptance the city recorder must complete a completeness review and certification, then subsequent public hearings and formal annexation steps follow. The developer said if annexation and subsequent approvals proceed on an expedited schedule, construction of phase two could begin in early 2026 with occupancy in 2027; the developer estimated total units across both phases at roughly 122 to 132 depending on final site layout.
Council members asked questions about unit mixes and timelines; the developer provided a summary of phase-one unit mixes and said more detailed site plans and housing-unit breakdowns would be included in subsequent planning submittals and hearings.
