Bethann Childs, the city's special counsel who handles nuisance-abatement matters, said the property owner, Chris Van, had been provided a packet and was agreeable to the council's proposed resolution. Childs told the council the owner had previously arranged to move the structure but the movers did not appear; removal in place (demolition) is now likely.
Owner Chris Van addressed the council briefly, confirming he owns the property and that demolition in place is probably the practical outcome; he told the council the anticipated time frame was achievable and that he would work with the city.
The resolution (CC-2025-26) references 11 O.S. 'section 22-112 and section 22-112.4 (statutes cited during the hearing) as the statutory basis for a finding that a structure is dilapidated and abandoned. The council recessed the public hearing and later moved to adopt the resolution; the vote was 5-0. The adopted resolution gives the owner 90 days to remove the structure before the city takes further action.
