Two Natrona County elementary schools honored for 'exceeding expectations' under state accountability model

The Natrona County School District #1 Board of Trustees recognized Evansville Elementary and Pine View Elementary for achieving an "exceeding expectations" rating under the Wyoming accountability model.
Nicole Rapp introduced Evansville Elementary and praised the staff for aligning resources and raising expectations. Stacy Moore, principal of Evansville Elementary, told the board the school focused on vertical alignment and systems to support daily student success.
Pine View Elementary was described as moving up its state designation year by year since 2022, reaching "exceeding expectations" after four years of consecutive improvements. Dr. Charlotte Gilbar (introduced in the meeting) and Principal Chris Britt credited instructional alignment, family engagement, and leadership for the gains. Staff members from Pine View — including Jason Armstrong, Ashley Ahlers, Hillary Barrett, Mary Ann Rowe and others — addressed the board and highlighted the role of staff collaboration, family support and student persistence in driving improvement.
Why it matters: Wyoming’s accountability designations are used to report school performance to the public and to focus support where needed. The district highlighted these two schools as examples of continuous improvement driven by staff, leadership and families.
Trustees congratulated the schools. No formal board action was required; the recognitions were part of the meeting’s ceremonial reports.
