Rockbridge County supervisors voted Sept. 22 to amend the county’s cigarette tax ordinance to remove a 5% retainage on returned cigarette tax stamps.
County staff explained the existing county code (Article 15 of Chapter 25) allowed the county to keep 5% of the value of returned, unused cigarette stamps, but state law requires full refund of such returns. The change removes the 5% retainage; staff said other stamp‑related language in the local ordinance would remain unchanged.
There were no public speakers on the matter. The board voted to approve the amendment following the public hearing; the motion passed by recorded vote with all supervisors voting yes.
County staff said the amendment aligns the county code with state requirements and reduces administrative risk of noncompliance.
