Planning Commission backs tentative tract map to divide 82489 Valencia Avenue into six lots

The Indio Planning Commission on Sept. 24 voted unanimously to recommend City Council conditionally approve tentative tract map 39130, a proposal to subdivide 82489 Valencia Avenue into six residential lots.
Assistant Planner Nicolas Withron told commissioners the applicant, Scott Ayers of Lasirgas Investments LLC, proposes to divide the existing 14,512-square-foot parcel into six lots ranging from about 1,800 to just over 3,000 square feet. Withron said the project’s density — roughly 18 dwelling units per acre — is within the Connected Neighborhood 20 zoning maximum of 20 units per acre and that the subdivision is categorically exempt from environmental review under CEQA Guidelines section 15332 for infill development.
“With application of relevant conditions of approval, the project can be approved,” Withron said, adding staff recommended approval of Resolution 2121 recommending conditional approval of tentative tract map 39130.
Applicant Scott Ayers, participating by phone, said the original plan called for multiple attached units but that market conditions had shifted the developer’s approach. “Originally we were gonna build 6 homes on those lots…we’re most likely gonna be just selling them individually. We may build a home or two on them depending on market conditions,” Ayers said.
Commissioners and staff noted that each lot would be reviewed for compliance with setbacks, parking and other development standards at the building-permit stage. Withron said each lot can accommodate two off-street parking spaces and that lots could potentially include an accessory dwelling unit subject to zoning standards.
Action: The commission moved to recommend conditional approval to City Council. Roll-call votes recorded by the clerk showed all members present voting yes: Commissioner Scarborough Eckel; Commissioner Santos; Commissioner Ortiz; Vice Chair Frans; and Chairperson Rodrigo Seca. The motion carried.
The recommendation will go to the City Council for final action; the commission record and staff report note the project must comply with conditions of approval and applicable development standards at subsequent permitting stages.
