City legal staff presented a proposed written agreement with the Murphy & Murphy law firm to provide court-appointed defense services in Syracuse Justice Court, replacing what officials described as an undocumented, longstanding arrangement.
Colin (city attorney) told the council that Murphy & Murphy (based in Kaysville) has historically provided public-defender services at an informal rate (staff said they were paid about $90 per case). The proposed contract would begin July 1 of the current fiscal year and extend for two fiscal years, with the city planning to rebid public-defense services at the contract’s end.
Colin said the administration built a stepped-up compensation structure into the proposed contract once staff identified funds to increase payments and simultaneously attempted to locate an existing written contract that staff could not find. The council did not object to executing a written contract so the city would have a clear, budgeted agreement for the next two fiscal years.
Council members asked whether the contract could be placed on the consent agenda. Colin and staff said they would check procedural rules and budget requirements to confirm whether the contract can be handled as a consent item; no final decision was recorded during the work session.
