Pleasant View — The Pleasant View City Council on Sept. 23 approved Ordinance 2025‑21 to add a definition for “cemetery” and to list cemeteries as a conditional use in the RE‑20 residential zoning district, with a five‑acre minimum for any cemetery use.
Andrea (staff) told the council the city is partnering with the Ben Lomond Cemetery Maintenance District to develop a cemetery on property north of Admiral Beveridge and west of the church on Thousand West, and that the amendment is intended to allow that development without rezoning the parcel. Andrea read the proposed definition aloud: “Cemetery is a designated parcel of land used for internment of human remains or cremated remains, including a burial park for earth interments, a mausoleum for vault interment, a columbarium for cremated remains, or a combination thereof.”
Council members and staff said the Planning Commission discussed concerns that a broad definition could allow small private backyard cemeteries. The Planning Commission recommended adding a five‑acre minimum to the conditional‑use allowance; Andrea said the draft ordinance was edited to avoid including crematoriums and other uses the council did not want. Council member Gibson moved to adopt the ordinance; council member Yuri seconded the motion. The motion carried on a roll‑call vote, with all council members present voting yes.
Council members asked that, when landscaping is planned for any approved cemetery, the city or partnering district contract with a professional landscaper to ensure an appropriate design. Andrea noted that because the use is a conditional use in RE‑20, council approval of individual proposals will allow additional conditions at the time of application.
The ordinance adds the cemetery definition to chapter 18 and inserts cemetery as a conditional use in the RE‑20 zone, with the five‑acre minimum as written in Ordinance 2025‑21. The council closed the public hearing without public speakers and returned the item to the council for final action.
The ordinance is effective as adopted; further site‑specific approvals will follow standard conditional‑use procedures required by the zoning code.
