Plainview — The Plainview City Council on Sept. 23 approved a resolution authorizing the operation of Summit at Central Village Apartments, a 84-unit affordable housing property that staff said has been under new ownership since early 2023.
City staff (Mr. Chancellor) told council that Central Village had previously been in poor condition but the current owner has invested in upgrades. Staff said the property provides 84 units rented at affordable rates below median income. The resolution presented was described as a city requirement to formally approve the ownership/operator relationship and to support the property's participation in state-related housing programs; staff said there is no financial obligation to the city.
Councilmember House moved to approve Resolution R25681; Councilmember Rascon seconded the motion. Councilmembers praised the owner's investments and noted the city's chance to meet and communicate with the owner. The vote was unanimous.
