The Dublin Architectural Review Board voted unanimously to approve a minor project review to install solar panels on the south side of a single‑family house at 60 Franklin Street in the historic residential district.
Staff told the board the proposal meets three applicable regulations for solar installations and complies with the historic‑district guidelines because panels are located on the side roof plane and not the front façade. The proposed modules are Silfab Prime NTC panels — narrow, black, rectangular modules with an anti‑reflective coating — mounted to a black rail system to minimize visual impact. Staff recommended approval with no conditions.
Applicant and system representative answered technical questions from the board. Installer Jake Tribiano said the owner’s roof is only a few years old and noted that system sizing is intended to match household demand. “The 25 panels that we're doing is about 89%,” Tribiano said, referring to projected household energy coverage from the proposed array.
The board approved the minor project review; staff said the applicant met all applicable criteria and no waivers were required for the side‑mounted installation. The owner, Jeffrey Bulliard, was present to answer questions and confirmed readiness to proceed.
