ARB approves demolition of background structure at 105 Franklin Street

The Dublin Architectural Review Board unanimously approved demolition of a background structure at 105 Franklin Street, a pair of parcels totaling about 0.75 acres in the historic district, after staff concluded the house lacks architectural significance and exhibits deferred maintenance.

Staff presented photographs of the ranch‑style house and recommended approval of the demolition permit for the background structure. The staff report said the property had ‘‘quite a bit of deferred maintenance issues resulting in quite a few issues with the roof and drainage’’ and that staff concurred the building did not meet significance criteria for retention.

The applicant, Jeff Griner, told the board he purchased the property more than a year ago and that delays unrelated to this project had pushed work back. He said the intent is to replace the house with a new structure and that the owners would return with a minor project review and building permit applications once designs are ready.

Staff and members discussed the administrative steps that follow demolition: the two lots will need to be combined administratively before building permits can be sought, and a demolition permit will be required. Board members noted the city’s code and guidelines require remediation of an open lot if construction is delayed; staff said the code requires at least temporary restoration and that the condition is covered by existing code and guidelines.

The board voted to approve the demolition application with no conditions; staff recommended approval. The applicant may return later with a minor project review for a replacement structure and for any required lot combination.
