Council approves 2024–25 CDBG CAPER reporting $597,000 program year funds

The Chino Hills City Council on Tuesday approved the 2024–25 consolidated annual performance and evaluation report (CAPER) for the Community Development Block Grant (CDBG) program, which summarizes how the city spent and carried forward federal CDBG funds during the program year.

Management analyst Sarah Snyder told the council the city received $407,000 in new CDBG funds for the year plus $25,000 in reallocated prior‑year funds and carryovers for two local programs (the home improvement program and Los Serranos infrastructure). Total funds accounted for in the report equaled $597,000. Snyder reported that $216,000 of the funds were spent during the program year; 15% was used for administration (including fair‑housing services), 14% for public services, 4% for the home improvement program, and 19% for Los Serranos infrastructure projects. Unspent balances — including $18,822 and $22,800 in specific categories — will be reallocated into the upcoming program year, and the home improvement program has a carryover of about $95,000.

Why it matters: CAPER is the annual federal report required by HUD that documents CDBG program performance, expenditures and outcomes. Approval lets staff submit the city’s performance documentation and continue program administration.

Project status: Snyder said the Los Serranos Sierra Vista Drive and Del Norte Avenue work was completed in February 2025; Montecito Drive project funding remains and construction had not yet begun. No public comments were received on the CAPER at the hearing.

Action: Council member Sarah moved and the council approved the CAPER 5‑0.
