Planning commission approves Enterprise truck-rental special use permit at Silver Oak shopping center

The Carson City Planning Commission on Sept. 23 approved a special use permit allowing Enterprise Leasing Company West LLC to operate a commercial truck-rental location at a tenant space in the Silver Oak planned unit development at 3246 North Carson Street.

Planning staff planner Heather Manzo described the proposal: the tenant space is roughly 1,500 square feet on the southeast corner of the southernmost shopping-center building. Enterprise intends to operate rental transactions from the space and park box trucks (the larger moving/box trucks that trigger the truck-rental use designation) in six converted parking stalls adjacent to the tenant space. Manzo said vehicle visibility from North Carson Street would be limited by planting and a broad drainage area; staff concluded the use can be accommodated on the existing site and recommended approval with conditions.

Jairo, the Enterprise truck-rental manager who addressed the commission, said the location would operate primarily as a rental pickup/drop-off point. He said Enterprise would manage overflow at a regional facility in Reno when needed, and that routine maintenance and servicing would be handled by third parties rather than at the Silver Oak site. He confirmed typical hours would be 8 a.m. to 5 p.m. Monday through Friday and 8 a.m. to noon on Saturdays; Sunday operations were described as closed.

Neighbors raised questions about overnight parking in the shopping-center lot and existing covenants, conditions and restrictions (CC&Rs). Resident Donna Custer de Bah told the commission she was concerned that customers’ personal vehicles and rental vehicles could remain overnight in the parking lot. Manzo noted the city does not enforce private CC&Rs and that any CC&R conflict would be a private civil matter; Enterprise said it informs customers in advance that parking at the rental site is not permitted and offers options such as customer pickup arrangements.

Commissioners asked about parking impacts and compatibility with the planned unit development. Commissioner Crone (Kron) said he inspected the site and was satisfied with distance from the street; Commissioners Peterson and Brooks asked about hours and whether conditions of approval were acceptable to the applicant. The applicant agreed to the staff-recommended conditions.

The commission approved the special use permit by motion; the staff conditions will govern the use and include limits on the number and location of parked rental trucks, hours of operation and requirement that vehicles be managed consistent with the approved plan.
