Patriot Hydro completes new upstream fishway at Hooksett Dam; town to discuss public viewing

Patriot Hydro told the Hooksett Town Council it has finished construction of a new upstream fishway at the Hooksett Dam on the Merrimack River and expects upstream fish passage during next spring’s anadromous runs. The company presented photos of the structure and discussed safety provisions and operational details at a scheduled appointment during the council’s meeting.

The company’s representative, Skip Medford of Patriot Hydro, said the construction project took two years and encountered challenges but is now completed. “The construction has been occurring for 2 years, and it hasn't been without challenges, but we're very happy to report to you that it's been completed,” Medford said. He added the project is intended to facilitate upstream passage during anadromous fish runs and that water was passing through the completed fishway in recent photos the company distributed to the council.

Councilors asked whether members of the public could view the fish ladder. Medford said Patriot Hydro had not scheduled public viewings but would consider arranging a one‑time observation, noting a railroad crossing and public‑safety signage at the site. He also emphasized that, despite the structure’s appearance, it is not a public recreation or fishing spot and must be managed accordingly. Councilors suggested spring as a sensible time for a guided viewing and discussed coordinating with local recreation groups to plan and promote an event.

Medford described the fishway’s adjustable features: a pneumatic crest gate at the dam controls flow into the fishway and stop logs and flow notches in the individual weirs allow water elevation and flow adjustments. That adjustability, he said, will allow operators to manage flows and water elevation as conditions change.

Councilors asked about related matters raised earlier in public discussion, including whether the water level is back up after removal of the earlier check dam; Medford confirmed the structure can be adjusted to raise water levels. Medford and councilors agreed to consider a spring viewing window and to coordinate on notice and public‑safety warnings.

Patriot Hydro distributed photos showing the site before, during and after construction; councilors asked that the town post a few photos to the municipal website so residents can see project results. Medford said he would note council interest in a viewing and coordinate with town staff on details.

Medford also said he could follow up on any outstanding questions about valuation or tax assessment related to the project but that those financial matters were handled by other departments and could take time to appear in town records.

The presentation closed with council appreciation for the company’s patience and coordination during the project.
